What is the difference between Flex and Express Dollars?

What is the difference between Flex and Express Dollars? 

 Flex Dollars are a tax free currency on campus that can only be used at dining locations and the campus convenience stores.  

 Express Dollars are not a tax free currency. They can be used at dining locations, campus convenience stores, and non-dining services such as laundry and printing dollars in the library.
