Introduction
Purpose
Arkansas State University is publishing this Annual Fire Safety Report in compliance with Federal law and in keeping with the commitment of A-State to operating a safe campus.
The Higher Education Opportunity Act of 2008 requires all institutions of higher education to develop an annual fire safety report of certain fire statistics for on-campus residential housing facilities. This report will contain the following, in compliance with 34 CFR 668.49(b):
·Fire statistics as defined by 34 CFR 668.49(c),- A description of each on-campus student housing facility's fire safety system,
- The number of fire drills held during the previous calendar year,
- A-State’s policies or rules on portable electrical appliances, smoking, and open flames in a student housing facility,
- A-State’s procedures for student housing evacuation in the case of a fire,
- The policies regarding fire safety education and training programs provided to students and employees,
- A list of each person or organization to which students and employees should report that a fire occurred for documentation purposes, and,
- Plans for future improvements in fire safety, as determined necessary by A-State.

Disclosure of Information
This public disclosure is intended to inform current and prospective students and employees of the fire safety programs and policies in place at Arkansas State. It may also be used as a gauge of A-State’s state of readiness to detect and respond to fire-related emergencies.
This report is a public record and will be readily available for viewing on the university website or the affiliate Office of Emergency Management digital Knowledgebase page.

A-State Fire Safety Program
Objectives
A-State works diligently to maintain an effective fire safety program. The program exists to:
1.Create awareness of potentially hazardous conditions,- Mitigate hazards identified by both internal and external partners,
- Ensure adequate training and exercises are conducted to increase readiness,
- Keep campus members safe.

Awareness
Arkansas State promotes awareness of potentially hazardous conditions using public outreach tools and training. The university maintains a detailed list of items and devices that are likely to present a fire hazard to campus members and works to distribute this among residents through social media and target training campaigns. Additionally, training is available in the Employee Learn Center regarding fire safety, including identifying hazardous conditions. The Office of Emergency Management works to teach campus members best practices regarding hazardous conditions and maintains reporting methods. If campus members identify conditions they believe present a fire hazard, they can report them at RedWolv.es/SafetyConcerns.
Mitigation
Arkansas State prides itself on operating a campus where residents can feel safe. The Office of Emergency Management works closely with life safety partners such as the Jonesboro Fire Department, the State of Arkansas Fire Marshal’s Office, and external vendors that assist in keeping our community mitigated against potential hazards. These mitigation activities include:

- Compliance with local ordinances
- Encouraging best practices to be used by campus members
- Implementation of fire protection systems

Training and Exercises
Arkansas State strives to provide training and stimulating exercises that encourage students to be active participants in all fire safety program objectives. Training is available by request to our office in addition to the information distributed to each resident at the beginning of the academic year. Furthermore, training is conducted with residence hall staff as a grassroots effort to promote a culture of safety and knowledge amongst not only our university’s staff but our residents as well. Drills are conducted each main semester to evaluate the effectiveness of plans, training, and university readiness.
Policies and Procedures
Purpose
The Office of Emergency Management compiles these policies and procedures in conjunction with life safety partners to ensure our campus follows best practices and applicable laws. These policies and procedures are not an exhaustive list, but should generally provide good insight into standards set forth by the university regarding expectations.
Adoption of Code
Arkansas State University is legally bound to follow the Arkansas Fire Prevention Code. The most recent revision was passed in 2021 and came into effect at the beginning of 2023. Arkansas State University follows the 2021 Arkansas Fire Prevention Code in accordance with AR Admin Rules 015.01.22-005 and AR Code § 12-13-105 (2020).
Electrical Equipment
Electrical equipment, including extension cords, power taps, appliances, etc., should be in good working order. Where possible, appliances such as these must be listed by Underwriters Laboratory (UL). Please note the following policies:
ûNo appliances may be used in residence halls that do not meet the parameters outlined in the University Housing Policies/Procedures and/or the Student Handbook- No extension cord may be plugged into another, nor run through a ceiling/door.
- No heavy appliances (refrigerators, washers, etc.) may be plugged into a power tap or extension cord
- No power tap may be plugged into another per Policy 05-41(2.5)
- No space heaters or similar devices may be used per Policy 04-25

University safety officials reserve the right to deem conditions hazardous and bring a cause of mitigation upon those conditions as deemed necessary.
Decorations
While decorations in residence halls are encouraged, they must be displayed in a manner consistent with the safety culture and policy of the university. Note the following:
·Decorations may not be displayed in fire-rated spaces, such as stairwells- Decorations may not obstruct a means of egress
- Decorations may not obstruct fire protection systems or emergency equipment
o - This includes extinguishers, exit signs, fire panels, etc.

Fire Protection Systems
A-State prides itself on operating high-quality fire protection systems in most of its residential facilities. A great amount of time and money is spent upgrading and maintaining these systems. As such, residents need to understand these systems, how they work, when to utilize them, and most importantly, not to tamper with them. Malfunctioning equipment must be reported to Facilities Management using the University Housing Work Order Request Form.
Tampering with fire protection systems is against university policy and, at times, can violate Arkansas law. Residents found tampering with equipment will be referred to the Office of Student Conduct for appropriate disciplinary action, which could include fines or service charges. Tampering with equipment could include, but is not limited to, the following:

Fire Inspections
University Housing partners schedule fire inspections (generally bi-monthly) to ensure that safety measures are being implemented and that hazardous conditions are not present as outlined in the policies and procedures section of this document. In addition to these inspections, the Office of Emergency Management works with internal and external partners to inspect fire safety equipment and to evaluate compliance with code standards. Depending upon the hazard identified, steps will be taken to mitigate the hazard. Disciplinary action, including referrals to the Office of Student Conduct, may be taken if the case warrants.
The Office of Emergency Management works with Greek Life partners to ensure adequate inspection of fraternity houses is performed, whether on or off campus.

Smoke-Free Campus
Arkansas State University does not allow the smoking of tobacco or similar products pursuant to AR Code § 6-60-804 (2020), more generally referred to as The Clean Air on Campus Act of 2009. This aligns with Arkansas State University Policy #03-05. This provision applies to any facility in which the land and/or building is owned by the university.
Greek Life Fire Policies
Compliance & Inspections
Any chapter houses and suites must comply with all applicable fire codes, health regulations, and laws or regulations. Arkansas State University will assist in coordinating fire inspections each semester. These inspections are performed in partnership with the Office of Greek Life, Office of Emergency Management, Jonesboro Fire Department, and any necessary law enforcement agencies. Any chapters not on university-owned property may arrange for an alternate source to conduct semester fire inspections; however, proper documentation of said inspection must be submitted to the Office of Greek Life no later than two business days following the inspection. A copy of this report must also be submitted to Wyatt Reed (WReed@AState.edu) within the same time frame for documentation purposes.
Emergency Numbers
Any chapters with a form of housing must have emergency numbers for fire, police, and ambulance posted by common phones and in other locations, and should have evacuation routes posted on the back of the door of each sleeping room. The Office of Emergency Management may have resources to assist with these requirements.
Firearms & Explosives Prohibited
The possession and/or use of firearms or explosive devices (including fireworks) of any kind within the confines and premises of any chapter house or suite are expressly forbidden.
Fire Reporting Required
All fires shall be reported to the Arkansas State University Office of Emergency Management as soon as possible. A Fire Incident Reporting Form should be completed. This form is available on the Office of Emergency Management’s webpage. Reportable fires are defined as “any instance of open flame or other burning in a place not intended to contain the burning or in an uncontrolled manner." NOTE: An open flame or evidence of an open flame MUST be present to qualify. A notification should also be sent to Wyatt Reed (WReed@AState.edu) and Ronnie Gilley (RGilley@AState.edu) within 24 hours of the incident. Failure to comply could result in sanctions. A report form is available at RedWolv.es/FireReport.
The Arkansas State University Office of Emergency Management requires permits for some events within Greek Life activities that involve fire. The purpose of the permitting process is to ensure emergency response personnel are aware of activities that may contain hazardous components. All permits are to be sent to the Office of Emergency Management using a CampusOptics form readily available on both the Emergency Management webpage and the Greek Life webpage. They are also linked in the respective permits below.
Fire Permitting Requirements
Fires within grills or small flames such as candles are allowed without permit approval (fraternity housing only). All other fires, including bonfires, pit fires, barrel fires, etc., require a permit to ensure compliance with university policy and applicable laws and/or ordinances. However, if a burn ban exists, the ability of any fire (contained or not) to be burned is at the discretion of the Arkansas State University Office of Emergency Management. They may be contacted at (870) 972-2862 for clearance. Permit requests are available at RedWolv.es/FirePermit.
Sorority Housing Note
Because sorority housing at Arkansas State is operated through University Housing, residents within one of the five sorority house options on campus must abide by the University Housing rules. Some allowances (such as grills and candles) may not be permitted in sorority housing. Please consult the latest edition of the Student Handbook for the most accurate policies on University Housing expectations.
Controlled Burn Permit
Any fire other than that contained in a grill or that is relatively small (such as a candle) requires completion and issuance of a Controlled Burn Permit, located on both the Office of Emergency Management webpage and the Greek Life webpage. This permit request should be submitted no later than five (5) business days before the event. Non-contained fires must meet the following conditions as prescribed by Arkansas State University and City of Jonesboro Ordinance ORD-04.293:
ü Materials to be burned must consist of wood only
ü Materials may be placed in a pile no larger than three feet in diameter and two feet in height
ü Burning must be at least 25 feet from the nearest structure
ü Burning must be at least 25 feet from the nearest property line
ü Fire must be attended to at all times
ü Fire attendant(s) must have a charged hose and/or sufficient water available to completely extinguish the fire in the event that it spreads
ü Open burning may not occur when a Wind Advisory is issued for Jonesboro or Craighead County

Fire Safety Plan
Beginning with the Fall 2024 semester, fraternity organizations with housing on or near campus must complete a fire safety plan. This plan shall include the following (at a minimum):

These shall be submitted to Wyatt Reed (WReed@AState.edu), Ronnie Gilley (RGilley@AState.edu), and Abby Dorton (ADorton@AState.edu) by October 1st of every year, and any updates to the plan must be made known to these contacts within 5 business days.

Exercises
Exercises
2025 Exercises
Arkansas State hosts exercises to promote collaboration with campus partners and to increase readiness amongst our campus members. In 2025, exercises were held at a drill and tabletop level. The 2025 Spring Fire Drill After-Action Report (AAR) is available on the Office of Emergency Management’s Knowledgebase or at RedWolv.es/S25FireAAR. The 2025 Fall Fire Drill After-Action Report (AAR) is available on the Office of Emergency Management’s webpage or at RedWolv.es/F25FireAAR. A drill was held in the spring and fall for sorority houses, Pack Place, the Circle, the LLCs, Northpark Quads, Red Wolf Den, and Residence Halls. Emergency Management evaluated the time of evacuation, effectiveness, adherence to established procedures, and working order of fire notification systems. Additionally, campus leadership and emergency management personnel conducted a tabletop exercise in September 2025 for an active shooter incident at the Reng Student Union. An Access Control Drill was also performed campus-wide in 2025. The AAR for this is available at RedWolv.es/AccessDrill25AccessDrill25..
Exercise Expectations
Exercises are coordinated to identify strengths and weaknesses within the emergency response procedures. A-State maintains an Emergency Action Plan (EAP), which outlines the emergency responses residents should take in response to a fire. This plan, along with evacuation policies, is used as a guide for response expectations. You may view the EAP at RedWolv.es/EAP24. Additionally, these documents are readily available on the Office of Emergency Management’s webpage and are distributed frequently throughout the year. Those who fail to adequately participate in exercises or refuse to meet expectations are referred to the Office of Student Conduct.
Permits
The Office of Emergency Management requires permits for any event within University Housing or on residential facility property that includes open flames. Specifically, events like bonfires, fire-dancing, etc., require a permit to be issued by the Office of Emergency Management. This ensures appropriate hazards and life safety considerations have been evaluated.
Failure to apply for proper permitting can lead to event cancellation, suspension periods, and other sanctions as deemed appropriate. In general, any open flame that exists outside of the above Greek Life policies requires a permit through the Office of Emergency Management. Few exceptions are made.
Refer to the Student Handbook and the Greek Life section of this report for permit requirements.
Emergency Evacuation
Purpose
In the event of a fire, an evacuation of a building is necessary. Fires can spread quickly, and delaying evacuation subjects residents, staff, and first responders to unnecessary risk. Failure to comply with an evacuation order (including an audible or visual fire alarm) will result in a referral of the resident to the Office of Student Conduct.
Evacuation Procedures
In general, residents ordered to evacuate should seek their nearest emergency exit. Ideally, this would be identified before the emergency, but most emergency exits are marked with emergency exit signs. Usage of elevators is not permitted, as they are reserved for first responders. If possible, lock your door behind you. Evacuate to the identified assembly area. If it is inaccessible or unidentified, find an open spot that will be safe and out of the way of first responders. If any authority having jurisdiction (AHJ) orders you to respond differently, you are obligated to comply with their instructions. If a larger-scale evacuation becomes necessary, instructions will be transmitted in accordance with A-State’s Emergency Notification Policy.
Arkansas State University maintains an Emergency Action Plan with guidance on proper procedures for fires, evacuations, and other emergencies. This plan is available at RedWolv.es/EAP24. Evacuation instructions, including building evacuation plans/routes, can be found at RedWolv.es/HousingSafety.
Access and Functional Needs
Individuals with access and functional needs are encouraged to seek shelter in fire-rated spaces if unable to evacuate the building. For example, fire-rated stairwells are designed by code to prevent fire from entering for at least two hours to allow individuals a means of egress during a fire incident. For example, if you use a wheelchair, seek shelter in a stairwell landing. This fire-rated space is designed to provide safety long enough for first responders to assist you out of the building. It is also a good idea to call A-State’s University Police Dispatch Center at (870) 972-2093 to ensure that first responders are aware of your location.

Campus members must immediately report Clery-defined fires to Wyatt Reed at WReed@AState.edu for entry into the fire log. A report may also be made at RedWolv.es/FireReport.

Overview of Fire Protection Systems
Objectives
Each of Arkansas State University’s residential facilities contains fire protection systems. While an overview is available, the following are definitions of the systems found in the overview.
Non-Supervised Fire Alarm System
A non-supervised alarm system will create an audible and visual alarm, but the panel is not connected to a monitoring service or a safety answering point.
Supervised Fire Alarm System
In addition to making an audible and visual alarm to occupants, a notification will be sent to the connected monitoring service or public safety answering point, assuming the unit is in working condition.
Full Wet Sprinkler System
A sprinkler system that contains water throughout the entirety of a building.
Partial Wet Sprinkler System
A sprinkler system that contains water throughout portions of a building.
Partial Dry Sprinkler System
A sprinkler system that contains water behind a pocket of air throughout portions of a building.
Smoke Detectors
Devices monitoring for conditions and parameters that indicate smoke.
Heat Detectors
Devices monitoring for conditions that indicate an abnormal amount of heat.
Fire Extinguishers
Portable tanks containing chemical agents designed to be sprayed on a fire to extinguish it.
Evacuation Plans/Placards
Documents established that communicate an emergency evacuation plan, including exits, routes, procedures, and assembly areas. Placards may also be in common spaces of the building.
Kitchen Hood System
A hood system designed to release a chemical agent to extinguish an uncontrolled flame.
